October 11, the Ministry of Finance and the Ministry of social policy has identified a solution to the allocation provided for in the draft budget for 2019 subventions.

The budget for 2019 include the cost of subsidies for housing and communal services in the amount of 55 billion hryvnia.
On the eve of the first Deputy Prime Minister Stepan Kubiv held the first meeting of the Interdepartmental working group on preparation of proposals for monetization of housing subsidies.
The results of the meeting of the working group, the Ministry of Finance and the Ministry of social policy should consider the distribution outlined in the draft budget for 2019, the subsidies for:
the program of the Ministry of social policy for the payment of benefits and subsidies to population for payment of housing and communal services in the form of money,
subvention to the Ministry of Finance for calculations with suppliers of services for giving benefits and subsidies.
During a meeting of the interdepartmental working group adopted a decision on the mechanism for providing subsidies in the form of money.
Monetization of housing subsidies will take place in three stages. The first stage should begin on 1 January 2019 and will spread to those citizens who will apply for a grant with a new set of documents. In the second phase of monetization needs to be involved citizens who will be assigned to the subsidy for the unheated period in 2019. The third phase is expected to complete the transition to the provision of subsidies in cash.
Recall that on 5 October, during the hour of questions to the government Minister of social policy Andrei Reva said that for the first half of 2018, the citizens of Ukraine counted the excess subsidy amount of 5 billion UAH.
“When we take government decisions on regulations of gas consumption, we believe the facts: in 2016 was written-off 15 billion UAH due to the high standards, in 2017 – UAH 7 bln in 2018 on 1 July was excessively accrued subsidies of 5 billion UAH”, – informed the Minister.
Reva said that reducing the rate of gas consumption will help to save resources.
