In 2018 in the state budget from privatization of state property amounted to only 0.3 billion UAH, which is only 1.4% of the initial plan (21.3 billion UAH).

As noted in the Ministry of Finance, due to the extremely low privatization proceeds, the government in December adopted a decision on the replacement of an additional amount of internal borrowing. The targets of government borrowing to the General Fund budget during the year was increased from 215 billion to 289 billion UAH.
“In fact, the state borrowing for the General Fund came in about $ 277 billion in the hryvnia equivalent, or 96% of the amended plan. External borrowings amounted to 103 billion UAH, internal – 174 billion UAH”, – stated in the message.
We will remind, the Verkhovna Rada adopted the law on the state budget for 2019 envisages privatization receipts in the amount of 17.1 billion. Note number 17.1 billion contained in the state budget for 2015, 2016 and 2017. But the plan for revenues was not performed. In 2018, the government decided to increase the plan to 21.3 billion, but most privatization has not started again and the plan was not implemented.
In December the Supreme Rada has made changes to the budget in 2018, reducing the privatization plan to 18.8 billion UAH.
The Cabinet of Ministers decree of December 18, 2018 No. 1006-R changed the funding sources of the General Fund of the state budget. Under the decree, instead of UAH 18.8 billion, the government planned to receive from privatization only 355 million. The difference was planned to cover from the sale of state bonds.
