And thirdly, in fact, among subsidianes and anyway, if all this be attributed to the subsidies, very few people who have no counters, they are really a very small amount,” – said Dmitry marunych.
According to him, the Cabinet flirts with the people before the election, reducing the rate of consumption of gas. If the government wanted people to installed gas meters at their own expense, it would not reduce consumption rates.
“And rules detached from reality, they are unfounded. That is, there is no account of why they should be 3.3, not 9,8, for example,” – summed up Dmitry marunich.
Recall that entered into force the decree of the Cabinet of Ministers of Ukraine on reduction of the gas standards 3.3 cubic meters for consumers without meters.
The corresponding decree of the Cabinet of Ministers No. 63 of January 30, 2019 released on the government website.
Also came into force reducing the rate of consumption of gas for consumers in the absence of centralized hot water and gas water heater from 18.3 to 5.39 cubic meters and for anyone who uses a gas stove and water heater from 23.6 cubic meters to 10.49.
The Cabinet found that it is not allowed accrual accounting of debt on personal account of domestic consumers for gas, which arose in connection with the termination of the earlier government resolutions on the norms of gas consumption the population without meters (taken in 2015-2016).
In addition, there are no suppliers of gas for household customers in arrears for gas within the norms of consumption of gas in the absence of gas meters, approved by government decree of 8 June 1996, No. 619, as amended, which was applicable until 1 October 2014, as well as the penalties, a 3% annual inflation and costs accrued on this debt.
In addition, the Cabinet has established that operators of gas distribution systems entrusted with spacebattles for the supply of gas to the population, must be submitted to the Ministry of Finance before the 15th of the month preceding the delivery month, information relative to the postal address object gazooborudovanie, date and number of the contract of gas distribution, a personal identification code of the consumer as the subject of the gas market and its commercial metering point for generalizations.
The Cabinet recommended that the NAC “Naftogaz” together with operators of gas distribution networks to ensure the installation of individual gas meters according to the statements of domestic consumers.
The government also instructed the Ministry of economy together with “Naftogaz” to ensure that the financial plan of the NJSC cost of installation of individual gas meters for domestic consumers.
