After orders from NACP first Deputy Prime Minister Stepan Kubiv, Minister of infrastructure Volodymyr Omelyan and acting Minister of agrarian policy Maxim Martynyuk, officials will go unpunished.
This commentary, ГолосUA said political analyst Alexei Yakubina.
“So far, it looks like the attempt of the national Agency on corruption issues to demonstrate their activities. In fact we are still checking electronic declarations became a way of dealing with corruption. No not the MP was stripped of immunity based on the verification of his declarations. NACP already done similar steps in the direction of the Minister of education Grinevich, but in the end it remained a prescription. All because NACP did not work, as a body, with the help of electronic declarations, did not reveal any violations in the form of cash, and huge funds, the person who long time worked in the civil service. We NACP as a tool in addition to the analysis then is not used. It’s not enough to talk about the effective fight against corruption. In addition, it is an attempt to show the EU that the anti-corruption bodies operate in the country”,- said A. Yakubina.
According to him, e-Declaration and did not become an effective instrument for fighting corruption.
“In fact, the validation of declarations we have turned into what is called “zero Declaration”. Officials found a lot of detours, so as not to fall under the criteria of violations, and, on the other hand, continue to live the same luxurious life that does not match their official income. These different above they found quite a lot”,- summed A. Yakubina.
We will remind, the national Agency for combating corruption contributed 4 provisions about the violation of the requirements of the legislation regarding ethical conduct, prevention and settlement of conflict of interests of the first Deputy Prime Minister Stepan Kubiv, Minister of infrastructure Volodymyr Omelyan and acting Minister of agrarian policy Maxim Martynyuk.
It is noted that the order of the national Agency should be made to the head of the body/institution that should ensure the organization of work on prevention of corruption (according to part 2 of article 12 of the law of Ukraine “On corruption prevention”).
