For the separation of the State fiscal service( GFS) on tax and customs service needs for several years.

This commentary, ГолосUA said political scientist Ruslan Bortnik.

“The real division at SFS tax and customs service can be implemented over several years. This will be a real challenge for the next government. Today the government will go to any IMF conditions, knowing that they will get the money now, and the problems in connection with that decision will go to the next President and the government”,- said R. Bortnik.

In his words, to divide the SFS into two parts prevents the proper redistribution of financial flows.

“First, such a structure we already had. She didn’t particularly effective. The key difficulty will be how to divide financial flows. In particular, that of them will go to the SFS tax service, interior Ministry and SBU. The question is how to divide this pie to was and the sheep are safe and wolves are fed. This section of the pie possible only after the formation of the new government at the end of 2019 and the formation of a new system of governance after presidential and parliamentary elections”,- concluded R. Bortnik.

Recall that the process of reorganization of the State fiscal service of Ukraine (SFS) by means of separating the State tax and State customs service is planned to be completed by the end of April of the current year.

This is stated in a published Memorandum of cooperation of Ukraine with the International monetary Fund.

According to the document, the government intends to appoint before the end of April the management of the Tax and Customs authorities through a transparent selection process.

In turn, the leaders of new services needs to submit reform plans to the Ministry of Finance within one month after his appointment.

According to the text of the Memorandum, a significant number of existing legal entities included in the SFS, will be eliminated as part of the reform of tax administration.
