Ukraine has not extended the law on the moratorium on business inspections is simply because with spontaneous inspections at the enterprises it is possible to block the activity of the structure, which finances political rivals.
This commentary, ГолосUA announced financial analyst, economist Alex Kush.
The fact is that if we’re talking about moratoriums, I think it is likely due to the fact that it is a political year. It would seem that when there are elections and Ukraine is in a rather turbulent history, to lift the moratorium is meaningless, because the lifting of the moratorium when replaced by government officials, it can lead to abuse of the right to these checks. And it would be logical to extend this moratorium,” – said the expert.
This A. Kusch notes that this change is not random.
“But if not renewed, this suggests that the fiscal system will be used as a trim tool of certain political groups. Relatively speaking, with fiscal audits will be blocked by those enterprises which, for example, support opposition candidates. And now the current government needs to have this tool of fiscal pressure in their hands,” says the analyst.
As reported, Ukraine has repealed the law on the moratorium on business inspections, which was in force until 31 December 2018. Applicable law “O temporal features of implementation of state supervision (control) in the sphere of economic activity” until 31 December 2018 has established a “moratorium on the carrying out by bodies of the state supervision (control) scheduled measures for implementation of state supervision (control) in the sphere of economic activity”. The act terminated on 1 January 2019.
Add a, c January 1, 2019, the system will be changed supervise the business. Enterprises will no longer check on the formal principle.
We will remind, a moratorium on inspections of business has operated in Ukraine since 2014. The decision was taken in order to end the pressure on entrepreneurs co the regulatory authorities, with which to eliminate corruption and to stimulate the development of small and medium-sized businesses.
